I. CALL TO ORDER
Vice Chairman Jack Kilgore called the meeting to order at 10:00am.
II. INVOCATION, WELCOME GUESTS & PLEDGE OF ALLEGIANCE
Mel Baxter gave invocation and Vice Chairman Jack Kilgore welcomed guests.
III. PUBLIC COMMENT – Vice Chairman Jack Kilgore invited public comments from the guests.
IV. ACCEPT AGENDA
A MOTION was made by Bill Austin and seconded by Wayne Johnson to accept the agenda as presented. The MOTION carried unanimously: 4-0
V. APPROVAL OF MINUTES – January 22, 2018 Minutes
A MOTION was made by Bill Austin and seconded by Wayne Johnson to approve the January 22, 2018 Meeting Minutes as presented. The MOTION carried unanimously: 4-0.

VI. GULFSTREAM AEROSPACE, INC. – Introduction of New General Manager, Becky Elliott
Becky Elliott gave an overview of her position and updates for Glynn County.

VII. EDUCATION QUARTERLY UPDATES

 Dr. Virgil Cole – Glynn County School System
Dr. Virgil Cole reported that revenue is up and the Strategic plan to is scheduled to be approved this month. GPS have been approved for school buses and they will continue to work with schools and community on school safety issues. Milestone test up in all areas with 5 out of 8 ranking above average. high lighting their mission and vision.

 Dr. Pete Snell – Coastal Pine Technical College
Dr. Pete Snell reported to the Board that they are currently going through a study to limit entrance vs. exit camera monitored doors at CPTC for safety. COTC had a record enrollment (3100-3200 students) and CPTC was elected as the Technical College of the year in Georgia for 2017. Dr. Pete Snell also announced that Matt Arthur has been appointed the new Commissioner for the Technical College System of Georgia as of January 2018.

 Rod Sawall – Golden Isles College and Career Academy
Rod Sawall gave a report to the Board that the Safety and Career fairs at high schools have begun. Region 8 skills contest with 23 students from GICCA participating in the statewide competition in Atlanta.

 Dr. Margaret Amstutz – College of Coastal Georgia
Dr. Margaret Amstutz gave a presentation to the Board highlighting the enrollment for CCGA is the highest in the history of CCGA. Students attend CCGA from 27 countries around the world with 65% first generation students attending.
VIII. GCAC – Items for Approval

A. Island Automotive, Inc. and Island Veterinary, LLC dba Seaside Veterinary Clinic Request for Sublease McKinnon SSI Airport
A MOTION was made by Bill Austin and seconded by Jones Hooks to approve Island Drapes and Upholstery LLC Sublease for facility located at 1958 Demere Road – Island Automotive Center, Inc. Sublease at the SSI Airport as presented. The MOTION carried unanimously: 4-0.

B. Georgia Power Right of Entry Agreement – McKinnon SSI Airport
A MOTION was made by Jones Hooks and seconded by Bill Austin to approve the Right of Entry Agreement for Georgia Power to continue to have the ability to utilize SSI Airport in the event of disaster. The MOTION carried unanimously: 4-0.

C. Acorn Ridge LLC Request for Sublease – Brunswick Golden Isles Airport
A MOTION was made by Wayne Johnson and seconded by Bill Austin to approve to authorize the airport staff to move forward with the FAA process to remove the property from the Airport Layout map for potential sale of the property, and approve the Sublease with Acorn Ridge LLC with the above terms based on legal and financial review as presented. The MOTION carried unanimously: 4-0.

A MOTION was made by Bill Austin and seconded by Jones Hooks to approve the January financials as presented. The MOTION carried unanimously: 4-0.

o After attending the Manufacturing Round Table meeting, Bill Austin recommends identifying training that meets the needs of local manufacturers and coming up with creative ways of getting them to provide that training here. John Scott will work with the existing industries to meet those needs.

A MOTION to return to Open Session was made by Bill Austin and seconded by Jones Hooks. The MOTION carried unanimously: 4-0.
