I. CALL TO ORDER –Chairman Bruce Dixon called the meeting to order at 11:30am.

IV. WELCOME GUESTS – Chairman Bruce Dixon welcomed guests.
V. PUBLIC COMMENT – Chairman Bruce Dixon invited public comments from the guests.
VI. COASTAL PINES TECHNICAL COLLEGE –Michael Tucker, Executive Director Coastal WIOB
Michael Tucker, Executive Director with Coastal Pines Technical College gave a presentation with information of the mission and goals of the organization.
VII. GCAC – Rob Burr
A. Georgia Power Utility Easement – McKinnon SSI Airport
A MOTION was made by Missy Neu and seconded by Cedric King to approve the Georgia Power utility easement at the McKinnon St. Simons Island Airport subject to legal review. The MOTION carried unanimously: 4-0.

B. Georgia Power Underground Utility Easement – McKinnon SSI Airport
A MOTION was made by Missy Neu and seconded by Wayne Johnson to approve the Georgia Power utility easement at the McKinnon St. Simons Island Airport subject to legal review. The MOTION carried unanimously: 4-0.

C. Stambaugh Aviation Second Amendment
A MOTION was made by Wayne Johnson and seconded by Cedric King to approve the addition of the three components to the Second Amendment of the Stambaugh lease as presented subject to Glynn County Board of Commission consideration. The MOTION carried unanimously: 4-0.

D. Department of Army Corps of Engineers Brunswick Golden Isles and SSI Airports
A MOTION was made by Cedric King and seconded by Missy Neu to approve the renewal of Right of Entry for Environmental Assessment and Response subject to legal review. The MOTION carried unanimously: 4-0.

VIII. APPROVAL OF MINUTES
A MOTION was made by Cedric King and seconded by Wayne Johnson to approve the February 22, 2016 Meeting Minutes. The MOTION carried unanimously: 4-0.

IX. FINANCIALS
Approve Financials – February 2016

Mel Baxter reviewed the February 2016 financial statements. Revenues were slightly above budget due to receipt of FLECTC bond. Other transactions were within Budget. The Share-the-Future fund advanced $6,000 to Coastal Plains Coalition. The Share-the-Future fund balance at the end of February was just over $517,400.

A MOTION was made by Wayne Johnson, seconded by Cedric King and passed unanimously to approve the February 2016 financials as presented. The MOTION carried unanimously: 4-0.

X. DIRECTOR’S REPORT
A. New Business Recruitment – Mel Baxter reported on the following:
• Met with 14 site selectors for North Florida in Jacksonville along with the JDA group.
• Hosted 27 Consuls at Jekyll Island
• Met with the Plumbers and Pipe Fitters in Brunswick
• Met with GEDA group at Sea Palms to coordinate the upcoming GEDA Spring Conference from May 18-20 at Sea Palms. More to come.
• Attended County workshop and reported that will be giving quarterly reports to the County starting in April.
• Met with Consultants Forum in Atlanta for GRAD site update. Adjustments requested and resent. More to come.
• Met with Milton Cochran regarding EDA grant progress. More to come.
• Getting ready for upcoming Red Carpet Tour in May along with Chamber and CVB. More to come.
• Continue working on multiple projects with one in the Aviation sector. Will keep the board apprised of the progress.

B. Business, Retention and Expansion (BRE) Update and Communications Update – John Scott reported on the following:
• John Scott presented the MRT meetings on overhead and will have on site meeting along with tour of facilities in the future including. Included in the tours for this year to date are IAP, Scojet, LobePro, and Mercedes.
• Putting together small industry association luncheon for budding fashion industries here in Glynn County to talk and share ideas.
• MAW will be April 18-22, 2016 and John Scott will be requesting Proclamations again this year from the City and County.
• Working with UGA on Georgia Economics literature.
• Working with Dr. Skip Mounts of CCGA on One Million cups event National event put together by the Kaufman Foundation for entrepreneur’s and best practices to take place the end of April or early Mary. More to come.
• Glynn County now fiber certified through AT&T.
• BRE Committee will be putting together a session for the GEDA Spring workshop in May. More to come.
• Working with Chamber and FLETC to host event April 13th at GICA for business owners interested in how to contract work for goods or services with FLETC. Will keep the Board apprised of progress.
• Preparing for industry visits with industry leaders along with a CEO kick off lunch hosted by the Chamber and Development Authority at Little Hawkins Island this year and a tentative date of May 4th. Will keep the board apprised of progress.

XI. CHAIRMAN ITEMS
A. Board Vacancy Search

Chairman Bruce Dixon reported that the Board will be conducting interviews for all applicants that responded to the ad for the Board vacancy and a recommendation will be made to the City and County subsequently.

B. GICA Update – Rod Sawall

Rod Sawall gave an overview on various activities at GICA. Rod Sawall reported that 12 students participated in 2016 state leadership and skills contest in Atlanta in March. Of those 5 are eligible to compete in Louisville, KY for National Leadership Skills USA in June.

C. Coastal Pine College – Pete Snell, CP

Pete Snell gave an overview on various activities at Coastal Pine including the holding pattern until what Governor may or may not sign with regard to legislation including Campus Carry bill.
Jennifer Fordham with GaDCA reminded everyone that the Community Development Block Grant applications are due April 1st.
Jan Melcher with Georgia Quick Start reported that they were voted #1 in the Nation for the 6th year in a row. Quick Start has 4 projects in our area they are working with now on recruiting, training and work force development.

XIII. LEGAL
A. Assistant Secretary-Treasurer Board Recommendation – Rees Sumerford
A MOTION was made by Cedric King, seconded by Missy Neu and passed unanimously to approve adding an assistant Secretary-Treasurer the Board and a nomination of Wayne Johnson as Assistant Secretary-Treasurer. The MOTION carried: 3-0 with Wayne Johnson abstaining from the vote.

A MOTION was made by Missy Neu, seconded by Wayne Johnson and passed unanimously to approve waiving the 15-foot railway easement on Lot 16 at the McBride Industrial Park as presented. The MOTION carried unanimously: 4-0.

AMMEND AGENDA – A MOTION was made by Missy New, seconded by Cedric King and passed unanimously to amend the agenda to include Discussion of Personnel OCGA Section 50-14-3(b)(2). The MOTION carried unanimously: 4-0

B. Closed Session –Real Estate items pursuant to OCGA Section 50-14-3(b)(1) (B)
C. Closed Session –Discussion of Personnel OCGA Section 50-14-3(b)(2)

A MOTION was made by Wayne Johnson, seconded by Cedric King and passed unanimously to enter Closed Session to discuss Real Estate OCGA Section 50-14-3(b)(1)(B) and Personnel OCGA Section 50-14-3(b)(2). The MOTION carried unanimously: 4-0.

A MOTION to return to Open Session was made by Wayne Johnson, seconded by Missy Neu and passed unanimously. The MOTION carried unanimously: 4-0.
XIV. ADJOURN
A MOTION to adjourn was made by Missy Neu, seconded by Wayne Johnson. The MOTION carried unanimously: 4-0. The meeting adjourned at 2:30pm.
